We call on the government to amend criminal law so that drug dealers who knowingly supply illegal drugs may face enhanced criminal liability when those drugs contribute to serious crimes committed under their influence, provided a court establishes a sufficient legal and causal connection. This reform would strengthen public safety, increase accountability for those who profit from the illegal drug trade, and help deter drug-related violence while respecting due process and individual.

We think you are possibly using the term "criminal liability" in the wrong sense - it means the extent to which someone is liable for an offence (in other words, was the act deliberate, did they do it knowing it was wrong and were they under any compulsion, &c.,).
However, we are unclear what you really mean - if it is about punishment, sentences or sanctions, then we do already have this petition open (below) which you may wish to sign:
