Update rules on farmland crossed by public rights of way to include a complete year-round ban on farmers placing any bulls, cows with calves, or any other dangerous animal on farmland or in a field where they're not separated from a public footpath. Some bulls are already banned but with exceptions.

We are concerned that lots of people feel unable to walk through a field where there are cows with calves, or a bull grazing. We think that most farmers know this but we are concerned that some may be trying to prevent access across their land.
