Open Government should pay National Insurance for full-time students aged 16-21

Young people aged 16-21 are encouraged to stay in education as full-time students but lose out on National Insurance contributions that would count toward their state pension. We want the Government to pay these contributions so students' pensions don't suffer a penalty for pursuing education.

Young people in full-time education often miss out on National Insurance contributions that would count toward their state pension. This creates a lifelong retirement penalty for doing what the Government recommends. We believe paying NI contributions for full-time students aged 16-21 would protect their retirement security while supporting education goals. We think this would be a modest investment that would remove a barrier to staying in education.
