Open petition: Mandate pre-issuance accuracy checks for all fines, bills & invoices

Introduce a “Proactive Billing Accuracy Act” to verify billing accuracy by mandating all organisations to carry out pre-issuance accuracy checks before issuing any bill, fine, invoice or enforcement notice.

The Act would include mandating evidence-based accuracy checks, mandatory audit trails, clear correction processes, automatic pause of enforcement when an error is reported, proportionate penalties for repeated or systemic inaccuracies, and mandatory remediation where inaccurate billing or reporting has caused financial detriment.

There is currently no consistent legal requirement for organisations to verify billing accuracy before issuing invoices or payment demands. This Act would apply across public & private sectors to reduce avoidable financial harm and improve trust in the billing and enforcement system.
