Introduce Extended Producer Responsibility (EPR) requirements to producers and importers of short-lived, and difficult-to-recycle plastic products, which currently are outside of the EPR framework. Proposal shifts the burden from the taxpayers and local authorities, to the producers and importers.
We call on the Government to use the Environment Act 2021 to introduce Extended Producer Responsibility for short-lived and difficult-to-recycle plastic products. Producers and importers should pay charges reflecting each product’s environmental and end-of-life costs, with lower charges for durable, reusable, repairable and recyclable products. This should incentivise better product design and shift waste costs from taxpayers and councils to those placing products on the UK market.
