Require an independent review before someone is repeatedly recalled to prison for licence breaches, particularly where there has been no new offence.

People released from prison on licence can be recalled for breaching licence conditions. We believe repeated recalls need stronger safeguards, particularly where there is no new offence. We are not asking for public protection to be weakened. We want independent review of repeated recalls to ensure they are necessary and proportionate, while considering support and community measures that could safely prevent repeated imprisonment and support rehabilitation.
