Amend Immigration Rules so foreign nationals with verified criminal convictions of any length are presumed ineligible for an ETA, visa or visitor entry, unless an exception is justified. Also strengthen pre-travel fingerprint and criminal-record checks.
Foreign nationals have no automatic right to visit the UK. We believe a verified criminal conviction should normally prevent a person from entering as a visitor, regardless of sentence length or where the conviction occurred. Fingerprint checks should help identify people using different names or passports and link them to overseas convictions. Safeguards should cover overturned convictions, mistaken identity and offences not recognised under UK law, with exceptions only where justified.
