We want the Government to introduce legislation requiring councils in England to provide free, clean and accessible public toilets that meet local need, supported by a national minimum standard for availability, accessibility and maintenance.
Councils can provide public toilets, but they are not legally required to do so. This has created inconsistent provision, with some communities having few or no free facilities. Poor access can restrict daily life for older and disabled people, parents with young children, and people with health conditions. Councils should assess local need and provide sufficient free, clean and accessible toilets, supported by government funding.
