Devolution is a unique chance to fix "Broken Britain," but being slowed by affordability issues shaping thinking that undermines change. We need to adopt Einstein’s adage, “You cannot solve a problem with the same system that created it,” and create a National Commission to mould the solution.
Devolution to fix "Broken Britain" needs integrated effort, so the terms of reference include:
* Definition & fit with Democracy & democratic ideals
* Scope, framework & timetable for implementation
* Reshape electoral system
* Redefine responsibilities & relations of different levels
* Minimise costs
* Financing for each level & effects on tax legislation.
* KPI's for each level covering use of resources, voter interests & accountability
* Replacement of officials between elections
