Cigars should be treated as a separate class of product to other tobacco products due to the inherent nature of their production, retail and consumption - an organic, handmade product, stored at great cost over long periods of time, sold only by specialist retailers to specialist consumers.

Premium handmade cigars are grown organically; rolled by artisans; stored, transported and preserved under costly, controlled conditions; distributed and sold by specialist retailers under highly-regulated opaque marketing conditions; and sold to a specialist section of consumers for consumption or collection over an extended period of time. Premium handmade cigars and consumers HAVE NOT been the subject of a focused health study in UK and cannot therefore be treated as other tobacco products.
