Require mobile network operators to zero-rate all UK Government websites and online services, so they never use a person’s data allowance or require paid data. The Government should work with Ofcom and operators, cover delivery costs and include linked content needed to complete a service.

People should not have to pay for mobile data to claim benefits, use health services, find safety advice, apply for work or understand their rights. Ofcom estimates that 3.8% of UK adults rely on mobile data alone and 0.9% rely only on external connections. New Zealand’s Zero Data service shows a practical model: participating networks provide free access to government sites, with sponsoring agencies covering the data cost. Public services should be free at the point of access.
