We want the Government to reform UK motor insurance law so that insurance is primarily attached to the vehicle rather than individual drivers, allowing any appropriately licensed driver to drive an insured vehicle with the owner's permission, subject to the terms of the vehicle's insurance policy.

Under the current UK system, a vehicle being insured does not necessarily mean another licensed driver is insured to drive it. A person can have the owner's permission and a valid driving licence, yet still commit an offence if the insurance does not cover them.

We believe insurance should primarily follow the vehicle, allowing appropriately licensed drivers to drive it with the owner's permission, subject to reasonable safeguards as in 27 EU countries,USA, Canada,Australia,China,Japan
