Open petition: Legally require owners exchange details when their dog attacks another pet

Make it a legal requirement for anyone in charge of a dog that attacks or injures another person’s pet to provide their name, address and relevant insurance details. If they refuse, there should be a process for the police or local authority to provide or ascertain the details needed.
When a dog attacks another pet, the victim’s owner can be left facing significant veterinary bills for injuries they did not cause, while being unable to pursue the other party if their details are withheld.
As with a road traffic accident, there should be a clear duty to exchange details. If an owner refuses, there should be a legal route to obtain the information needed to pursue veterinary costs.
