Open petition: Create an earned muzzle-exemption pathway for exempt XL Bully dogs
Created by Jasmin Nova
Closes on
Develop and pilot a regulated pathway allowing exempt XL Bully dogs to earn exemption from compulsory public muzzling, subject to Government-approved responsible-owner certification and an independent dog-and-handler behavioural and handling assessment.
Current rules require exempt XL Bully dogs to be muzzled in public for life, regardless of individual behaviour. We believe public safety must remain the priority, but Government should test whether responsible-owner education and independent dog-and-handler assessment can identify suitable teams for an earned muzzle exemption. A controlled pilot should measure safety and welfare outcomes, with exemptions monitored, suspended or revoked where necessary.
