Open petition: DEFRA to introduce licensing & minimum welfare standards for horse livery yards

Created by Claire Nixon
Closes on

Require DEFRA to introduce mandatory licensing for yards providing livery or horse-care services, under animal welfare law. Minimum standards for horse welfare should include facilities, biosecurity, emergency care, record keeping, insurance and staff competency.

Horse owners place their animals in the care of livery yards and expect appropriate standards of welfare, care and safety. We call on DEFRA to introduce a proportionate licensing system for yards providing livery or horse-care services, minimum standards covering welfare, facilities, biosecurity, emergency procedures, records, insurance and staff competency. Standards should be enforceable and regularly inspected, allowing proportionate arrangements for genuine informal or private agreements.
