Rejected petition: Proposal to modernise animal welfare enforcement
Rejected on
Proposal to modernise animal welfare enforcement and prevent convicted abusers from re-acquiring animals via an automated 'PetPass NI' framework
Introduce a secure, automated, and privacy‑compliant vetting system built on Northern Ireland’s existing dog licensing and microchipping infrastructure. Instead of a public blacklist, it establishes a digital “greenlist” through a PetPass NI framework. Proposed solution to include; 1) Automated Vetting 2) Instant QR Approval 3) Mandatory Point‑of‑Sale Scan via QR code before any transfer of ownership 4) Microchip databases cannot register a change of ownership without a valid registration
