Open petition: Commission an independent review into the state of graduate employment
Created by Tobias Temple-Smith
Closes on
The Government should commission a review of trends in graduate employment to establish their scale, causes, fiscal cost and possible solutions to current challenges. The Milburn review did valuable work on the NEET crisis but we believe it mostly ignored graduates.
Recent educational reforms do nothing for those who have already left school or college. Underemployed graduates are invisible in NEET statistics despite weak earnings, poor progression and potentially long-term scarring. Underemployment of graduates also reduces tax receipts and student loan repayments, while we believe it also weakens demand and increases competition for the very jobs NEETs are struggling to get. Graduate job postings fell in 2025. We believe AI will only worsen this problem. A review should investigate reducing employment costs, graduate scheme grants, entry-level hiring reforms and stronger university-employer links.
