Open Exclude foreign mileage from 2028 EV Excise Duty calculations

Ensure that the upcoming 2028 Electric Vehicle Excise Duty (eVED) framework completely excludes mileage accumulated outside the UK from the pay-per-mile tax calculation.

Taxing EVs on total odometer readings forces drivers to pay UK tax for holiday miles driven abroad on foreign roads. Petrol and diesel drivers face no such domestic double-charging, as they pay no UK fuel duty overseas. We believe this penalises EV owners.
