Require payment to small haulage subcontractors within 30 days of a valid invoice and proof of delivery (POD). Ban pay-when-paid terms and strengthen enforcement. PODs can be sent immediately and electronic payments made within minutes, so long waits need reform.

Small hauliers pay fuel, wages, insurance and vehicle costs before receiving payment for completed work. A digital proof of delivery (POD) can be sent immediately, and electronic payments can reach bank accounts within minutes. Yet subcontractors may wait 60–120 days, leaving them to finance the supply chain and meet costs, including VAT, while cash is tied up. Require payment within 30 days of a valid invoice and POD, ban pay-when-paid terms, and enforce the rules.
