Petition Council Tax payable in area's affected by rioting?

I believe that coincil tax should not be paid in area's that have been affected by the riots, and that the money from council tax is obviously not being used effectivly if the Police are unable to control groups of youths.

Also refunds should be given to those in affected area's, (Manchester,Liverpool,West Midlands,London) for the peroid of the riots, including compensation for and allowanced for shop keepers paying duty who have been affected by the riots.

Why pay taxes in a country that cannot protect its tax payers?
