Rejected petition Make cyclists have insurance if their bikes are used on roads & in public places

If the road users are all to be treated equally, the same rules and regulations should apply to all road users. I was recently involved in an accident with a cyclist that was not my fault (I was stationary) and as he was not insured I must now pay a huge amount of excess and lose my no claims.
