Rejected petition Insurance for cyclists

I believe all cyclists should have number plates, insurance and a test.
I am seeing more and more cyclists driving in large groups, on small windy roads with no regard to drivers.

For all cyclists to have passed a test on main roads. Number plates. And insurance. Most of the cyclists on the roads don't care about cars, and get stupidly close to cars. Ride ridiculously and go through red lights and it needs to come to a stop. If one day a motorist hits someones car. We would have to automatically pay due to them NOT having insurance now for new drivers this could be £1000 extra on insurance.
