Rejected petition I want cyclists to take out an insurance policy in regards to damaging cars.

A cyclist was riding illegally on a public footpath and rode out into the road straight into my car. The damage resulted in my car being written off. I lost 2 years no claims and he was 17 and a student so had no insurance or job. Could not claim £350 excess back either. Totally lost out.
