Foreign aid Budget to cover NHS Unpaid bills of none UK residents and untitled Foreigners.
Costs to Hospitals and the effects of unpaid bills on there Budgets. We need to use the Foreign Aid budget to cover the cost of Foreigners who do not pay, it is a National Health Service Not International.

A simple solution to a big problem,
The Hospitals can spend Money on people who pay in and are Entitled to care.
If money can be reclaimed it can then go back to the Aid Budget but not at a cost to the NHS.
