Rejected petition Stop parents claiming CSA/CMS if they refuse access to the other parent

I can't understand why parents are allowed to claim child support / maintenance If there isn't anything legally stopping access, but do it anyway.

It is illegal in other countries but seems to be allowed in this one

All I ask is for this to be reviewed

Doesn't matter if its male or female stopping access, if their isn't anything legally stopping access then they shouldn't be allowed to claim
