Rejected petition Review England 1991 property valuation for tax band. Change the valuation date

Moved into new affordable home, Council valued at band H, obsurd when bought for under £500k, houses in this band were valued £1m plus.
Challenged the valuation office and won downgrading to G.
The valuation officer said it needs urgent review, valuation back dated to 1991 is outdated and unfair.
