Rejected petition Domestic Violence Offenders To Sign A Lifetime Register

After being in a Mentally, Emotional and Physical relationship for a short time recently. I would like to get Domestic Violence awareness out there and to hopefully prevent abuse to others.I believe that Domestic Violence Offenders should sIgn a DV register a bit similar to sex offenders register.
Many offenders go in to repeat their abusive behaviours on different partners over the years . If regular checks were done it may save the lives of Women, Men and children.
Many are unaware of their partners DV history, but if they knew would they seriously put themselves and their children at risk.
Why was this petition rejected?
There’s already a petition about this issue. We cannot accept a new petition when we already have one about a very similar issue.
