All dog owners to undergo basic training. Dog Owner Training.
To own certain breeds would require more advanced training.
All dogs to have DNA ancestry testing at the time of being microchipped. This will determine the dogs actual breed.
Reintroduce dog license so all dogs must be registered.

I believe irresponsible dog owners are more to blame for the recent attacks than the actual dogs themselves.
