Rejected petition Make cyclists registered/insured/competent in road laws/use like motorists.

When a motorist has an accident they are accountable due to their registration and insurance- supposedly as a competetent road user the cyclist should have the same protection and accountability by having insurance/registration and knowledge of the highway code.
