Rejected petition: Automatically upgrade A2 motorcycle licence to A licence after 2 years

After 2 years of having on A2 license, a rider will automatically get upgraded to an A license.
Change the law, as the current situation means that riders retake the test on the same bike again, this makes very little sense, it would make more sense for it to go back to how it used to be where after two years you go fully the restricted.
Why was this petition rejected?
