The welfare of any animal should be considered if hit by a vehicle and should be reported, especially a family pet such as cats.
It should be made illegal if someone hits a cat and drives off without atleast stopping to check the welfare of the animal.

It is about time the government took the welfare of family pets more seriously. It should be made illegal to run over a cat and drive off without any consequences to the driver. If drivers dont stop they should have points put on their license for driving without due care and attention. Accidents do happen and in most occasions those drivers would stop and help the animal they have hit. Its the drivers that hit and run that need reporting and deal with the consequences of their actions.
