Rejected petition: All drivers must report hitting a cat and/or seeing a cat be hit by a vehicle.

To make it a law that drivers must report and declare if they hit a cat while driving or have seen a cat be hit. Pets are family members and it should not be allowed for people who hit them to walk free with no consequences, while their families have to deal with the loss of a loved pet.
The consequences should be a fine or a driving course which makes sure that drivers will more cautious on the road. Its becoming a more and more regular thing to hear a beloved cat has been hit and the person responsible has driven away without even checking on the animal or moving it to the side of the road.
